If the reference has CopyLocal=true, then the referenc will be published with the application, by default. Once you publish your app again, it should then include that file in your app when it's installed. I think the probable cause is you add the stdole.dll to the Prerequisites. There are some assemblies that are install into the GAC because of the Visual Studio install, not the .NET Framework install. I had to add the reference, then change the setting to include.
