after reboot chrome is able to connect. Our database contains 7 different files for filename cespy.dll . My other browsers (FF & IE) still work. Chrome is rapidly becoming associated with the word "unstable".

Infuriating! My problem started almost immediately after a Windows update but even after doing a system restore I couldn't get the new 37 version Chrome to work. I then uninstalled with the intention of rebooting and trying a fresh download. I am loading google.com, Android Police, XDA-developers and this bug tracker during it. Chrome wont access internet, but IE works fine. No registry edits needed.
