If you don't have the Desktop Experience feature installed on 2008R2, and don't want to reboot your server to be able to run Cleanup Manager, you can manually copy the files. Should have just not even bothered adding support for this to Server 2008 R2 as it requires a reboot and addition of Desktop Experience.
